I think we should get Christopher's fix for ACCUMULO-4143 and fix the
NOTICE files, then kick off a new RC. My guess is that 1.6.5 is going to
be the last 1.6 release, as such, I'd rather we fix these nit-picky
things so we don't feel obligated for a 1.6.6 before EOL.
