If you're interested, you subscribe to builds@ and infrastructure@ and then Billie[2] adds permissions for you[1]. [1] http://wiki.apache.org/general/Jenkins#How_do_I_get_an_account [2] technically, I believe any PMC chair can grant you the karma needed to access ASF Jenkins, but the established norm is that the PMC chair for the project you're going to work on builds for will add you.
