Hey Justin - The "is broken by" and "breaks" labels are just one way to link two issues in JIRA. If you click the "More" button on an issue and select "Link" you will see all the different ways this can be done. When you select "is broken by" on one issue, it will automatically apply the "breaks" link on the other issue.
And how you know that an issue breaks another issue is probably a combination of domain knowledge and testing.
