This patch adds
activemq-console/src/main/java/org/apache/activemq/console/ActiveMQLauncher.java
Which interfaces with the commons-daemons to allow jsvc to startup activemq.
What is not included in this patch is the startup scripts necessary to
start/stop activemq via jsvc.
