fix in r1058577
Fixed issue with duplication and size of collected peer broker info that was
propagated around a network.
In a network a peer is the other end of a network bridge, such that a consumer
can connect to it to get a chance at the same destinations. It is not a real
peer ( as in a two way association) unless the network is duplex or there is
another bridge in the opposite direction.
