The best environment for code is Linux since that's where the development is 
done, but barring that the code should build in VS2008 as that's version used 
to build and run the tests on Windows.  

You can grab the latest v3.5.1 SNAPSHOT from here which has a fix for some 
handle leakage on Windows.  http://people.apache.org/~tabish/cms-3.5.x/
