When accessing the welcome page on the web console
http://localhost:8161
There is just a index.html file and some css and images.
We should let this page be non contrained / non secure. So people can see this
page asap.
But the web consoles (admin) and (hawtio) can still be secured out of the box.
We also need some details in WebConsole-Readme.txt file in the distribution to
mention about the secured consoles. And how you can setup user accounts out of
the box. eg to edit the conf/jetty-realm.properties file.
