Now that I've re-read this I was wondering if a better solution might be to 
have the redelivery scheduler store its messages in the main message store 
rather than create a separate locker for its separate message store. 

Thoughts?

If this is a lot of work then I think it would be best to move this out to the 
5.11+ release.
