Have you consulted the documentation [1] on this subject? The instructions for creating a broker instance and running that instance are pretty straight-forward. Let me know if something in particular doesn't make sense.
Also, I would have expected to see this question on the user list rather than the developer list since it's about using the broker and not about developing it.
