second vote.

Also, the vote email says "JDK 11+ support for both build and runtime" but
I wanted to clarify for anyone who doesn't know that JDK 11 isn't just
supported but is also a minimum requirement now to build and run as JDK 8
support was dropped. We can clarify that in the release email and website.
I figure we will get hit with a lot of user questions like Artemis did when
they dropped JDK 8 so should make it clear.

Items I checked:
* Verified that the annotation spec jar has been updated
* Verified activemq-client, activemq-pool, activemq-jms-pool jars are no
longer shaded.
* Validated signatures and checksums
* Verified broken tests in CI were not an issue
* Check source licenses using apache rat
* Built from source and ran through more tests
* Ran through a custom test suite
* Ran a broker from the binary package and checked web console
