Making APLO Jira Project read only

I am planning to submit a ticket to infra to make APLO read only since the
project has been deprecated for over 4 years and no longer supported or
worked on (and the git repo is read only already). At this point we only
get spam so unless someone objects I was just going to use lazy
consensus and put in the ticket. I also just went through and did a bulk
update and closed all existing issues.
