Both would be fine, but driving downloads to the general area still
makes most sense. All the useful info is on the download page or
obviously linked from it (i.e specific release page, or past releases
page doing the same). Download page and release notes are probably the
key infos for release, thats what I put in my release announcements
elsewhere, and is a common theme in many projects announcements.

I just looked at most if not all of the announce@ release mails for
the last couple weeks. The only one I opened that didnt direct users
to a general download page to grab it was the ActiveMQ 5.17.2
announcement. Many did also have release notes or release page style
link in addition, but they all linked to a general download area.
