Most of the JIRA’s listed for v6.1.4 look good, aside from a few that I believe 
are best suited for v6.2.0.

I think these should be v6.2.0 because they are either feature, SPI change, or 
change service startup configuration

[AMQ-9593] Add a new option to delete all scheduled messages on startup
[AMQ-9560] Replace JDK_JAVA_OPTIONS usage in wrapper.conf for JPMS
[AMQ-9530] ClassCastException in SelectorAwareVirtualTopicInterceptor if there 
is another interceptor
