The release was built with JDK17, and so lacks the Java 21 multi-release-jar content for the Virtual Threads tech preview stuff referenced in the release notes (https://issues.apache.org/jira/browse/AMQ-9394 and related followup https://issues.apache.org/jira/browse/AMQ-9777).
If that's considered a blocker then the staged maven bits would need to be rebuilt and deployed using JDK21. If not, then the release notes / Jira's would need an update.
