Regarding RestTest, I created https://issues.apache.org/jira/browse/AMQ-9819
and the associated PR https://github.com/apache/activemq/pull/1562 to avoid
random failures.

Which made me discover potential issues with MessageServlet. I'm creating a
new issue in ActiveMQ and I'll submit another PR
