Eroma reopened AIRAVATA-1230:

When an experiment with COMPLETED status is launched gives
Fatal error message
PHP Fatal error: Uncaught exception 'Thrift\Exception\TTransportException'
with message 'TSocket: timed out reading 4 bytes from
gw111.iu.xsede.org:8930'..................
Should throw an exception with a meaningful message
