That's bizarre--the first thing I did was follow that link and it
returned an XML document, but now it's saying unable to connect. Thanks,

I'm trying to finish getting my local PGA set up on Ubuntu
12.04 LTS and have followed the directions at

however when I try to create a user in the PGA (or log in), I

I have the php-soap extension installed and enabled, and
phpinfo() confirms that SOAP is enabled. I also set up the
