Deferring: urllib3 2.7.0 requires Python >=3.10, but airavata-custos-portal currently runs on Python 3.9, so 2.7.0 cannot be installed. The 2.x security fixes are already covered by the 2.6.3 bump landed earlier (the latest 2.x release that still supports Python 3.9).
