It's about the commits integration - not PRs (please take a look at the screenshots in the link I posted there). What I used in other projects (they run on Bitbucket before Github integration was there) - it worked really well is that for every JIRA issue you can see the actual commits that solve it from the master rather than refer to the original Pull Request.
It works by scanning commit log messages and matching [AIRFLOW-XXXX] with JIRA id. It's really convenient because you can see all the details of the change without switching JIRA -> Github PR. Also after you merge the change - the merge commit is different than the one that was in PR (sometimes you change description or solve minor conflicts during merging). Having reference to the actual commit in master that solves the problem is really nice in this case. J.
