In the standard theme, jquery isn't loaded soon enough. On tracker pages, the
milestone & search sidebar counts are loaded via an ajax call. The javascript
is defined in `sidebar_menu_js` but that is placed in the HTML before jquery is
loaded, so it fails: "ReferenceError: $ is not defined"
Can compare to the SF theme which works ok.
