A little while ago, perhaps a few months, `<fieldset>` styles changed. This
has had adverse effects on pages not related to the intended change. For
example, on `/p/import_project/github/` there are extra borders and the layout
of the 3 tools should be in two columns but it's just one (maybe too much
margin/padding). I've noticed extra fieldset borders on some tool admin page
or something also, but can't remember what it is.
