When you're on an admin page for a tool, show the tool sidebar instead of the
admin.
One option would be to replace the default `AdminController` all together and
incorporate the admin options directly in the app's `RootController`. This
might be more work then extending/replacing the app's side_bar menu -- but it
also may be a cleaner solution.
