Hi,

This project has missing several board reports in a row and there no repose 
from any of the PPMC members for several months on why this is the case. At 
this point, the project doesn't have the required oversight and community 
growth to graduate and become a top level project at Apache. The best path 
forward would be to retire the project and the mentors agree with this 
approach. This is the final chance for the project PPMC to speak up before this 
is done.

If the project is retired, what would this mean? As the project hasn't 
graduated, it would mean the ASF resources used by the project would be turned 
off. [1] This might be inconvenient to any users of this project. However, the 
code can be moved elsewhere (like GitHub), so it's doesn't mean the end of the 
project, just the end of its journey at the ASF. So again if there is anyone 
here who wants to see the project continue at the ASF and show that it has a 
path to graduation, please speak up, this is your last chance.
