Summary: Better messages needed for restart components popup

Fix For: 1.4.3
When components require restart, the popup info "NodeManager, ResourceManager,
YARN Client, NodeManager, YARN Client" should become "2 NodeManagers, 1
ResourceManager, 2 YARN Clients".
Also the title should be "Components Requiring Restart". Also the title for the
hosts popup should be "Hosts Requiring Restart".
