When adding hosts in Ambari UI, we first register hosts, POST new
host-components, install them, and then PUT config-groups. Due to this, client
components are getting stale_configs=true.
Instead we should PUT hosts into config-groups (non-default) before even
POSTing new host components. This will ensure that even client components get
the configs of the group they belong to.
