Install wizard/step1: 
Add a checkbox as follows:
[ ] Skip Repository Base URL validation (Advanced)  
Hovering over the help icon  shows the tooltip option: "Warning: This is for 
advanced users only. Use this option if you want to skip validation for 
Repository Base URLs"
