For controlling who can see the Jobs tab, there will be a new menu under
*Admin* tab called *Access*.
This will have a checkbox called "Enable Jobs tab for non-admin users", which
by default is checked.
This is a cluster-wide "global" configuration parameter that shows/hides and
allows/restricts access to the Jobs tab for any non-admin users on the cluster.
