Adding Falcon post installation causes an error with oozie site version 1
already existing.
Could not get a snapshot easy to reproduce:
1. Install everything except Falcon
2. Add service (Falcon) post install
3. You will see an error saying oozie site version 1 already exists when
hitting deploy.
