Summary: Strange HDFS and Mapreduce services behavior after FIRST

*STR:*
- Install cluster;
- Go to HDFS config tab
- Click "Save" button (even without any config changes)
*Actual result:*
- Restart indicators shown near HDFS and Mapreduce services (see screenshot 1),
even if there were NOT any config changes;
*Expected result:*
- When there were some config changes: restart indicator should be shown near
HDFS service (see screenshot 2);
- When there were NOT some config changes: restart indicator should NOT be
shown near any services;
Described situation reproduced only after first "Save" button click. After
required services restart and next some config changes there always expected
result.
