Disable the option to decom/recom, if the master for the respective service is
not running.
On hover of the disabled decom/recom operation, tooltip should say "Cannot
decommission|recommission since <master> is not running".
This change is for Actions pulldown in Host Details > Components, as well as
Bulk Ops > Slaves > Decom|Recom.
