behind BGO popup

- Step to repro:
Got a cluster with HBase installed, not in Maintenance Mode.
Then click on 'decommission' on HBase RegionServer.
- Expected:
Warning msg popup show up saying 'HBase Master Maintenance Mode is pre required
for decommissioning.'. This should be the only popup showing.
- Actual :
The Warning msg popup show up, But background operations popup also show up and
in front of the warning popup. Meaning, BGO is the 1st layer we see, then the
warning popup layer, then the host details page.
