The issue over here is that Ambari server does not send any jce policy param to
the agent as it does not find any jce_policy file.
But the agent code presumes that jce policy param should always be sent by the
server if security is enabled code
This is recently added code Where we moved the setup_jce function from
before-install to before-start shared_initialization.py
