In YARN configs I expanded the _Custom yarn-site.xml_ section and added a
config. Since _yarn-site.xml_ supports the final flag, I was expecting a
checkbox to show up, but it didnt.
We need to show the final-checkbox if the config-type in which custom configs
is added supports the final-flag.
