Summary: ambari-server setup with the jdbc options results setup
completed but miss some steps and missleading

When executing ambari-server setup command with jdbc options, I get
successfully setup but many things (like selinux and creating ambari user) are
missing.

$ sudo ambari-server setup --jdbc-db=mysql --jdbc-driver aaa

Setup ambari-server
JDBC driver was successfully initialized .
Ambari Server 'setup' completed successfully.
