When we move ResourceManager/JobTracker, the move wizard stops all services.
This unnecessarily causes cluster downtime; services that don't depend on
YARN/MR shouldn't have to go down (especially HDFS, ZOOKEEPER, HBASE, FLUME,
SQOOP, STORM).
