* Implement the version strip for the Compare view as shown in the mocks (older
version at the top, newer version on the bottom)
* In Compare View, make sure that the final icon is is correct based on the
final attribute of the SCV being shown.
* If the config value is the same but the "final" flag is different, it should
be shown as having a difference (i.e, highlighted as a diff).
* Do not show override (+ button) in Compare view (not even for the current
version).
* For each config, show the version badge in both versions. If current, also
show the current badge, like \[v12\]\[current\]
