Summary: Routing from configs to summary page doesn't work

STR:
1. Go to Dashboard->Config History
2. Click on any service that have only one config version
3. Click on summary tab of previuosly chosen service
Result:
users stays on config page and summary label is active.
Expected:
route to summary page
