Initial patch to add new functionality of server-side command/tasks.

* Added org.apache.ambari.server.serveraction.ServerAction and 
org.apache.ambari.server.serveraction.AbstractServerAction for implementing 
server-side actions
* Added org.apache.ambari.server.serveraction.ServerActionExecutor to execute 
queued server-side actions
* Updated org.apache.ambari.server.actionmanager.ActionScheduler to start and 
stop a ServerActionExecutor and basically treat a server-side actions like all 
other actions/tasks
* Created and updated tests
