If cluster stack version is OUT_OF_SYNC (due to some/all hosts that are
OUT_OF_SYNC), UI does not recognize this state and offers only "proceed to
upgrade". UI should offer to reinstall repo version bits on hosts that are
OUT_OF_SYNC.
