STR:
1. Install cluster with 2+ hosts
2. Register new stack version (with not valid number - example, much greater
than actual version is)
3. Try to install it from ambari-web/admin
4. Go to some host details page (versions tab)
5. Status for this version should be "Install failed".
6. Click on install.
7. Status should change to Installing.
Actual:
After install failed, status doesn't change to "Install failed".
Expected:
Status should become "Install failed" (and not "Installing").
