STR:
1. Install cluster and go to Dashboard.
2. Move some widget with tooltip (with No Data message or Graph) on the second
position (1.png)
3. Remove some widget (to have it addable)
4. Try to add some widget via Metrics Actions -> Add and click Apply (2.png)
After steps above tooltip will never be disappeared. (3.png)
