Thanks for the clear explanation [~jluniya]. I think the original plan was 
pursuing (2) and then it was determined that (1) was a better choice.

Seeing as how AMBARI-10626 basically reverts this patch in pursuit of (2), 
probably the addendum should be abandoned and a new ticket opened that includes 
the improvements it contained. Namely, the changes to phoenix_*.py for fixing 
status checks, passing the environment correctly, and launching the service as 
the hbase user.
