The problem with just collapsing subsection titles statically is that other
horizontal sections will not be vertically aligned (image attached in JIRA). We
need to either
* Provide empty titles " " for the other horizontal sections
* Programmatically determine when a subsection title should be collapsed or not
based on availability of horizontal subsections.
