Repro Steps:
1. Deploy Ambari 2.1.0
2. Deploy HDP 2.2 cluster with Oozie + FALCON services.
3. Notice ELService properties are being saved to oozie-site.xml
3. Goto Services> Oozie > Configs
4. Update a config or add a new config setting.
5. Save and restart Oozie
6: Notice ELService properties are removed from oozie-site.xml
This is a regression in 2.1.0 introduced by AMBARI-10324
