There are cases where Ambari will think that the service is down, but in
reality it is still up. This patch would prevent quick links from showing to
get to the underlying UI and see if the service is actually up. It would maybe
be useful to grey out the links or provide a way to override the hiding of the
quick links so that debugging can be done.
