Description: AMBARI-12857 added Ambari settings to enable NN metrics logs.
However these settings can cause clients to fail when they don't have
permissions on the HDFS log directories. We need to turn off the default
logging feature. (was: HDFS now has support for logging NameNode metrics.
We need log4j.properties changes in Ambari to enable the logging by default. )
