Tested for following scenarios :
1) Ranger install via Ambari for HDP-2.2
2) Ranger install via Ambari for HDP-2.3
3) Ranger install via Ambari for HDP-2.2 then upgrade and downgrade from
HDP-2.3
Ranger install / start was successful.
