See screenshot. The last version box kept showing "Installing" even if all
tasks completed.
This is a BE issue since UI just shows the state from BE
STR:
1. Install a cluster with 4 host.
2. Put 1 host in Maintenance Mode (c6404). Host c6403 has Metrics Collector and
Metrics Monitor only, no HDP components.
3. Try to install a new version.
Actual results: see the last version box in attached image. Hard refresh is
useless, user cannot get out of this stage.
Expected results: show "Perform Upgrade" button. The state of the last stack
version should be 'INSTALLED'
