Included YARN Dependency in RCO.
HAWQ can have 2 modes for scheduler:
- Non-YARN (libhdfs)
- YARN (libyarn)
If the scheduler for HAWQ is set to YARN, HAWQ operations (read / write) need
YARN to be working else it will not be able to request the resources to perform
the operation. Thus, added dependency for YARN
- HAWQMASTER & HAWQSTANDBY should start after NODEMANAGER-START has completed.
(Ensuring that YARN Services are up)
- HAWQ SERVICE CHECK should be executed after YARN SERVICE CHECK has been
executed

This small patch address AMBARI-14733.
HAWQ Service check should be executed after HAWQMASTER, HAWQSTANDBY and
HAWQSEGMENT have started.
However, currently HAWQ SERVICE CHECK has no dependency on HAWQSEGMENT start,
thus it gets scheduled before starting HAWQSEGMENT causing the deploy to fail.
