So when and who call the uninstall function in the service script?

First of all, Ambari's "Delete" is more of "unregistering" a component from
Ambari's management. It does not remove component binaries.

Retry install does not uninstall. In the Ambari paradigm, "adding" a
component to a host has three parts, install the binary, config, start. The
"install" option on the host menu calls the install method of that
component to install the binary and local config (you should try to make
the config step idempotent).
